During the "Twelfth Five-Year Plan" period, China's strategic emerging sectors have achieved rapid development. During the "13th Five-Year Plan" period, China will put the strategic emerging sectors in a prominent position in economic development and strive to break through in both "quality" and "quantity". The strengthened clean application of biomass energy as an important part of the emerging sectors was clarified in the Guideline on Emerging Sectors of Strategic Importance during the 13th Five-Year Plan Period. Among the biomass energies, the biogas sector is of great development potential. Compared with traditional projects, the biomass biogas power generation is green and sustainable, thus an effective way to achieve economic, ecological and social benefits. The development of biogas industry will drive the progress of emerging sectors. With the advent of the era of ecological civilization, it has been an inevitable trend to vigorously develop biogas projects.

Enterprise Innovation & Development under the Guidance of Policies
Focus on innovation and strengthen the development of innovation subjects. Beijing Yingherui Environmental Technology Co., Ltd. (hereinafter referred to as "Yingherui"), founded in 2005, is a state-level high-tech enterprise. As the state-level supportive policies for biomass energy accelerates, Yingherui, a leader of the biomass biogas industry, is gradually innovating and developing under the guidance of national policies. From 2009 to 2015, Yingherui completed the construction of hundreds of biogas projects in China.
3. The Paris Agreement adopted by 195 countries in 2015 defined the hard indicator of China's carbon emissions, that is, by 2020, China will reduce its carbon emissions by 40%-45%. In 2015, the Ministry of Agriculture and the National Development and Reform Commission began to promote large-scale biogas and super-large-scale biogas projects to drive the industrialization of biogas projects. On December 21, 2016, the 14th Meeting of the Central Leading Group for Financial and Economic Affairs put forward that we should adhere to the policy of "government support, enterprise as the main body and market-oriented operation", take biogas as the main treatment direction and the local use of rural energy and agricultural organic fertilizer as the main use direction, and strive to basically solve the problems of large-scale livestock wastes treatment and resource during the 13th Five-Year Plan period. As the policies heated up, the company changed its name to "Beijing Yingherui Environmental Technology Co., Ltd." in 2016, and has undertaken many large-scale biogas projects such as COFCO Guangshui and Sanhe Tianlong project. Now, the company is striving to become the first-class contractor of biogas projects in China. Yingherui will focus on the resource utilization of agricultural wastes, build a "three-in-one" ecological recycling agricultural system with a small cycle of agricultural waste, a medium cycle of regional planting and breeding, and a large cycle of county-level agricultural industry, and open up a new way for the large-scale, market-oriented and industrialized biogas projects.
